David

Jonathan:OK, Tom, could you explain to the meeting how your work on emergency planning in the community is going on?

Tom:With pleasure. Emergency planning covers several different aspects. Broadly speaking, we can divide it into emergency disaster planning and emergency incident planning.

Jonathan:What's the difference?

Tom:Emergency disaster planning is the highest-level of emergency planning. It involves large scale loss of life and / or serious disorder to public services, or damage to property, such as earthquakes, typhoons, floods, etc. Incidents do not involve such large scale loss of life. They may be a large fire, a major traffic accident, for example.

David:OK, Tom, thanks for the introduction. In terms of planning, who would be involved?

Tom:Right, depending on the type of disaster, different emergency services will need to work together, including the ambulance service, the police and fire departments.

David:How do we decide if an emergency is a “disaster”?

Tom:Good question. When a call goes through to 911, the operator can make an initial assessment of the size of the emergency, or its
nature

nature

/ˈneɪtʃər/

Jonathan:OK, good, Tom, so it seems our emergency response plan is already well explained and useful?

Tom:Yes, I would say it is. We just need to work on some of the details.

Jonathan:What have you said to the public?

Tom:We have sent out leaflets to all residents, explaining what to do in an emergency, which emergency services to call, and how they should act.
