  A budget is an estimation(估算)of the revenue(收入)and expenses over a specified future period of time. A budget can be made for a person, family, business, government, country, multinational organization(跨国组织)or just about anything else that makes and spends money. 

  To make a budget plan, you need to know how much money you receive (income), and where your money is going (expenses). Another key principle (原则) in budgeting is that a budget is designed to help you live within your means (收入). That means that your expenses must be less than your income.
